Draft Article 141 (Article 161) was debated on 1 June 1949 and 17 October 1949. It was related to the pardoning power of the Governor. The draft article was initially adopted without debate on 1 June 1949. Subsequently, in the light of the debate surrounding the other articles, a member of the Drafting Committee proposed the following amendment:
‘that the State Legislature has power to make laws for the words ‘in respect of which’ in article 141. for the words “to which the executive power of the State extends” shall be substituted.
The assembly accepted the amendment without debate. The amended draft Article was adopted on 17 October 1949.
