Article 167 – Duties of Chief Minister as respects the furnishing of information to Governor, etc.
It shall be the duty of the Chief Minister of each State
(a) to communicate to the Governor of the State all decisions of the council of Ministers relating to the administration of the affairs of the State and proposals for legislation;

Article 167 Debate Summary
Draft Article 147 (Article 167) was debated on 2 June 1949. It defined the duties of the Chief Minister towards the Governor. No amendment was proposed to this draft article, although some members of the Assembly expressed doubts about the language contained in it. One member wanted to delete or rewrite the draft article, arguing that clause (c) allowed the governor to interfere with the day-to-day functioning of the Council of Ministers, which was in line with the principle of a nominated governor or constitutional democracy. was not.
In response, another member pointed out that the present draft article naturally derives from the draft article 146 (Article 166) which states that all executive action shall be taken in the name of the Governor. If the draft Article had not existed, the Governor would not have the right to inquire about the orders passed in his own name. The same member held that clause (b) was inappropriate.
The Chief Minister should have the discretion to decide what information should be presented to the Governor, or a matter for his consideration. Another member supported him, saying that the governor was not required to have a constitutional right to request information or give advice, and that he could instead do so as a matter of custom, in the same way that the Queen of England gave her prime minister was advised.
Responding to these arguments, a member of the drafting committee said that the present draft article reiterated the principles contained in the draft Article 65 (Article 78), which had already been accepted by the Assembly. He argued that the governor’s ability to request information was necessary to ensure safeguards against abuse or redundancy of executive power by the Council of Ministers.
The Chairman of the Drafting Committee also reminded the Assembly that the draft Article does not confer excessive powers on the Governor, as the latter lacked the ability to abolish the Council of Ministers. The draft article was adopted on 2 June 1949 without any amendments.
