This provision was not included in the draft constitution of 1948. The Chairman of the Drafting Committee proposed the inclusion of draft Article 263A on 9 September 1949. Draft Article 263A provides that (i) money received by an officer appointed to perform functions relating to the Union or the affairs of a State and (ii) to any court, shall be credited accordingly in the accounts of the Union or State Governments. This provision did not include revenue and public money raised by the central or state governments.

The chairman of the drafting committee proposed the inclusion of this draft article so that the central and state governments can withdraw such deposits under the Appropriation Act. Since the receipt of money under this draft article was not part of the Consolidated Fund, this provision was proposed to clarify that they form a part of the public account of the Central and State Governments and can be utilized in accordance with the Appropriation Act.
