Article 300 – Suits and proceedings.
(1) The Governor of India may sue or be sued by the name of the Union and the Government of a State may sue or be sued by the name of the State and may, subject to any provisions which may be made by Act of Parliament or of the Legislature of such State enacted by virtue of powers conferred by this Constitution, sue or be sued in relation to their respective affairs in the like cases as the Dominion of India and the corresponding Provinces or the corresponding Indian States might have sued or been sued if this Constitution had not been enacted.
(2) If at the commencement of this Constitution
(a) any legal proceedings are pending to which the Dominion of India is a party, the Union of India shall be deemed to be substituted for the Dominion in those proceedings; and
(b) any legal proceedings are pending to which a Province or an Indian State is a party, the corresponding State shall be deemed to be substituted for the Province or the Indian State in those proceedings CHAPTER IV RIGHT TO PROPERTY.

300 Article – Litigation and Proceedings.
(1) The Governor of India may sue or be sued in the name of the Union and the Government of a State may sue or be sued in the name of the State and any may also be subject to the provision of or enacted by virtue of the powers conferred by this Constitution, the Legislature of such State, the Dominion of India and the respective provinces or the respective Indian States in respect of their respective matters in respect of Or maybe if this constitution had not been implemented then there would have been a lawsuit.
(2) If at the commencement of this Constitution
(a) pending any legal proceedings to which the Dominion of India is a party, the Union of India shall be deemed to substitute for the Dominion in those proceedings; And
(b) pending any legal proceedings to which a Province or an Indian State is a party, the State concerned shall be deemed to have substituted for the Province or Indian State in those proceedings Chapter IV property rights.

Article 300 Debate Summary
Draft Article 274 (Article 300, Constitution of India 1950) was debated on 15 June 1949. The draft Article states that the Government of India and the Government of the States may sue and be prosecuted in the name of or in the name of the Government of India. state respectively. It also stated that any legal proceedings pending before the commencement of the Constitution against the Dominion of India or a province shall be substituted by the Government of India or the State concerned respectively. The chairman of the drafting committee introduced some amendments to change the language of the draft article while retaining its essence.
Some members were concerned that the draft article was too vague. The chairman of the drafting committee did not directly concern the ambiguity, but said that the draft article only set out how the trial and proceedings should be initiated and had no other significance. The amendments and the draft article were accepted on the same day, with no further discussion or debate.
