Article 341 – Scheduled Castes.
(1) The President may with respect to any State or Union territory, and where it is a State after consultation with the Governor thereof, by public notification, specify the castes, races or tribes or parts of or groups within castes, races or tribes which shall for the purposes of this Constitution be deemed to be Scheduled Castes in relation to that State or Union territory, as the case may be.
(2) Parliament may by law include in or exclude from the list of Scheduled Castes specified in a notification issued under clause ( 1 ) any caste, race or tribe or part of or group within any caste, race or tribe, but save as aforesaid a notification issued under the said clause shall not be varied by any subsequent notification.

341 Article – Scheduled caste.
(1) The President may, in relation to any State or Union territory, and where it is a State, after consultation with the Governor thereof, by public notification, of castes, races or tribes or groups or groups within castes, races or tribes can specify. who shall, for the purposes of this Constitution, be deemed to be a Scheduled Caste in relation to that State or Union territory, as the case may be.
(2) Parliament may by law include in or exclude from the list of Scheduled Castes, any caste, race or tribe or part or group of any caste, caste or tribe referred to in a notification under clause (1) Provided that the notification issued under the said clause, save as aforesaid, shall not be changed by any subsequent notification.

Draft Article 300A (Article 341 1950 of the Constitution of India) The draft constitution was absent in 1948. The Chairman of the Drafting Committee introduced this provision on 17 September 1949. The draft Article empowered the President to specify the castes, races or tribes that would be classified. Under the Constitution the ‘Scheduled Castes’ President is permitted to exercise this power after consultation with the Governor of a State through public notification. The draft Article also gave the Parliament the power to include or exclude any race, caste or tribe by notification of the President.
The Chairman of the Drafting Committee introduced this draft article to ensure that the Constitution is not burdened with a long list of Scheduled Castes and Scheduled Tribes.
A member moved an amendment stating that the President’s first notification – listing ‘Scheduled Caste’ communities – should remain unchanged for a period of 10 years. It will protect the rights of communities from being arbitrarily taken away by the executive or legislature. The draft Article 300A was added to the Constitution on the same day without any amendment. Article 341 was amended in 1956 to include Union Territories in its purview.
