Article 343 Debate Summary

Draft Article 301A The draft Constitution of India was absent in 1948. A member of the drafting committee introduced this provision on 12 September 1949. The draft article, popularly known as the ‘Munshi-Iyengar Formula’, declared, among other things, in Hindi. The use of the Devanagari script as the official language of the Union and the international form of Indian numerals for official purposes. It was discussed in the Legislative Assembly on 12, 13 and 14 September 1949.

Members who opposed Hindi as an official language, reluctantly accepted the draft article, but insisted that no language could be imposed on India, it was only enshrined in the Constitution. There were members who were still determined to remove Hindi – an amendment was introduced to replace it with Hindustani.

The adoption of Hindi as the official language in the draft article was a major concession to the ‘Hindi-wallas’ in the Assembly. However, he was still not happy with the provision, criticized it, strategized outside the assembly and introduced amendments. At first he felt that if the Devanagari script has been adopted, then why was the Devanagari system of numerals not adopted? Second, they were concerned that the draft article allowed too much time for Hindi to be substituted for English – they wanted the replacement to be too quick.

In the end, after much back-and-forth pushback, the Hindi-dwellers put forward a bunch of amendments. The Assembly adopted one of these amendments: Parliament could, in addition to English, make laws on civil numerals. This effectively empowered the Parliament to approve the use of Devanagari numerals even before a period of 15 years. The Assembly adopted the draft Article with amendments on 14 September 1949.
