Article 40 Debate Summary
Article 31-A was not a part of the draft constitution 1948. This was a new amendment introduced in the assembly on 22 November 1948, while the draft constitution was being discussed. The purpose of the amendment is to ‘explicitly’ direct the state to implement the Panchayati Raj system in India. The assembly seemed to be in consensus on the inclusion of the article in the draft constitution.
Most of the member speeches focused on why the article was important. While some insisted that Article M.K. Gandhi’s views on the role of other people in the village focused on the economic and even military benefits of organizing ‘village republics’. The amendment was added to the draft constitution without any opposition.
