Article 41 Debate Summary
Article 41 (draft Article 32) aims to secure the right to work, education and public assistance for persons in cases of unemployment, old age, illness, disability and unmet need. The draft article was debated on 23 November 1948. A member moved an amendment to include ‘medical relief’ among other social amenities.
He also urged for changing the ‘unwanted wish’ to ‘deserved relief’. Another member replied saying that the right to medical relief has already been provided under the draft Article 38 (Article 47, Constitution of India). It would be unnecessary to repeat it in this draft article. The Assembly accepted this article on 23 November 1948 without any amendment.
