Draft Article 71 (Article 87) was discussed on 18 May 1949. It regulated the President’s Special Address to Parliament. A member moved an amendment that would broaden the subject of the President’s Address. He argued that the president, being a non-party head of state, should provide a ‘general overview of the policy, or prospects before the country’, rather than the specific reasons for the summons.

The chairman of the drafting committee pointed out that the phrase ‘due to its summons’ was broad enough to include any subject. Therefore, it was unnecessary to accept this amendment. Another member was not convinced of the necessity of this draft article. He brought a comparative perspective and noted that England did not make it binding on the king to address Parliament. It was neither necessary nor useful to have such an obligation on the President. The assembly adopted the draft article on 18 May 1949 without any amendment.
